At the core is the fact that the tender is broken down into price-related and quality-related aspects. The price-related envelope is stored away carefully and remains unopened. The quality of the tender is assessed first, on the basis of the award criteria previously disclosed in the guidelines for tendering. This is relative and, to a certain extent, subjective, so the results of the assessment are announced in a meeting involving all applicants and then, and only then, are the prices opened in the presence of the applicants. The sum of the fictitious bonus (i.e. the quality element) and the bid price then determines the Most Economically Advantageous Tender (MEAT).
